Bill Chaffin, CFB

Chair of the Board

R. William "Bill" Chaffin is a Certified Financial Planner (CFP) who has been in the financial services industry since 1981. The CFP designation is an important distinction, as it is awarded only to those who have passed a board certification exam to achieve a higher level of knowledge in estate planning, insurance, investments, income tax and retirement planning.
Bill graduated with a bachelor's degree from California State University at Hayward and a master's degree from the University of Wisconsin at Madison. Prior to joining A.G. Edwards in 1996, Bill was a Branch Manager and a Regional Training Officer. He is actively involved in the San Diego Community by having served on the Palomar Pomerado Hospital Foundation Planned Giving Advisory Council, the Rancho Bernardo Community Foundation, the Rancho Bernardo Chamber of Commerce, as well as many other organizations. Bill has 4 grown children and lives in Poway with his wife, Terry.

John Forst

Vice Chair

John Forst is the current owner of Design Fabrication, Inc. in San Marcos, CA. John has been involved with Palomar Pomerado Health since 2004 when he began serving on the Chairman’s Council. John has also held positions in the community such as member of the Elizabeth Hospice Board, Past President of the San Marcos Rotary Club and Past President of the International Solid Surface Fabricators Association. John’s personal philosophy is “Profitability is your ability to live within your income and still put something away; that goes for your business as well as your personal life.” John lives in San Marcos with his wife Cheryl.

Terry McCune

Treasurer
|
Terry McCune serves as the President and Chief Financial Officer of K-Tube Corporation, a wholly owned subsidiary of Cook Group, Incorporated. K-Tube Corporation manufactures and distributes miniature stainless steel tubing to the medical, industrial and automotive markets. Cook Group, Incorporated is the world's largest privately held manufacturer of medical devices and is a leading designer, manufacturer and global distributor of minimally invasive medical device technology for diagnostic and therapeutic procedures.
Mrs. McCune has held the position of President and Chief Financial Officer since 1999 and prior to that she held the position of Controller and was a member of the Executive Management Team. Over the past five years; K-Tube has experienced revenue growth; a facility relocation; ISO 9001-2000 certification; the introduction of new manufacturing processes and direct sales efforts.
Mrs. McCune graduated from Long Beach State University in 1975. She resides in San Diego with her husband, Gary Mccune and their four children. |

Jaime Rivas, M.D.

Secretary
|
Jaime Rivas, M.D., joined California Emergency Physicians (CEP) in 1996 and is a Full Partner. He is the Medical Director at both Palomar Medical Center in Escondido, CA and Pomerado Hospital in Poway, CA. Dr. Rivas also served as the start-up Medical Director at Pioneers Memorial Hospital in Brawley, CA, and received CEP’s San Diego Regional Physician of the Year award in 2000. He earned a Baccalaureate in Physiology at the University of California, San Diego and attended medical school at the University of Illinois at Chicago (UIC), where he graduated with the honor of Excellence in Emergency Medicine. He also completed his Emergency Medicine residency at UIC. Dr. Rivas is a member of the American College of Emergency Physicians (ACEP), CAL/ACEP, and a member of the Compensation Committee. In addition to being a current Board member, Dr. Rivas is also former Chairman of the Board Subcommittee on Ownership, where he helped develop equal ownership for all Partners.
Dr. Rivas is currently the Medical Director of Emergency Services at both Palomar Medical Center and Pomerado Hospital. He has served on the Foundation Board for 2 years and has held the position of secretary since June of 2007.
"My vision for PPH is to be the leader im quality and providing safe and efficient care in a timely fashion," said Rivas. "And my goal is to spend my entire career working for PPH to ensure that the community feels safe with respect to health care."
Dr. Rivas enjoys soccer, tennis, surfking and spending time with his family.

Al Stehly

Past Chair of the Board
|
Al Stehly is a third generation Southern California farmer. His early years were spent in Orange County where his father and grandfather made their living growing oranges and raising poultry for egg production. He moved to Valley Center at the age of eight when his father began his own avocado, citrus and egg producing operations. Like most farm family members, from an early age Al was an active participant in the never-ending demands of farming.
Al attended school locally and in Orange County and graduated from the University of San Diego in 1978 with a degree in accounting. After a short stint with the State Franchise Tax Board, he returned to the family ranch and assisted his father with the financial and cultural operations of the avocado and citrus groves and emerging grove management business.
In 1989, Al and a younger brother established Stehly Grove Management. A full service grove management business, Stehly Grove Management, Inc., is currently owned by Al and his wife, Lisa. Today the company manages over 500 acres of avocado and citrus groves in North San Diego County. In addition to grove management, Al is a licensed agricultural pest control operator who provides spray application services to a variety of local crops.
Al Stehly was a founding director of the Valley Center Fire Protection District and is a past member and president of the Valley Center Rotary Club. Al is serving his eighteenth year as a director of Corona College Heights Orange and Lemon Association, a citrus packinghouse.
Al has been an active member of the San Diego County Farm Bureau since he began serving on the Board of Directors in 1992. He served as President from 1998 – 2000 and has been involved in many efforts on behalf of local farmers. Al was an active participant in the No on Proposition B campaign, helped co-ordinate Farm Bureau’s response to the Fallbrook quarantine and worked with Senator Feinstein’s office to increase the number of agricultural inspectors at the border. Al’s recent efforts to promote agriculture through Farm Bureau have been as a founding member of the San Diego County Agricultural Energy Co-operative, a director of the San Diego Agricultural Society and as the representative of farming interests on the County’s GP 2020 Interest Group. In September 2002, Al was named the San Diego County Farm Bureau’s Farmer of the Year. On the state level, Al has served as a delegate to the California Farm Bureau Annual Meeting and as a member of the California Farm Bureau Citrus/Avocado Advisory Committee and Commodity Committee. He has represented San Diego and California agriculture in Washington D.C. and abroad.
Al has been married to his wife, Lisa for nineteen years. He is a devoted father to his eighteen-year-old daughter, Alysha, who is currently studying agriculture at the University of California, Davis. Al is an avid golfer and also finds time to pursue his interests in technology, the stock market, gardening, tennis and travel.

John Clark
|
Mr. Clark has over 25 years of medical sales and business experience and is the founder, chairman and CEO of American Radiosugery. He specializes in the development and commercialization of medical technologies into going corporate concerns and has purchased technologies and developed patents for various medical applications.
Most recently Mr. Clark has founded and organized the Rotating Gamma Institute – Orange County and the Rotating Gamma Institute – San Diego. These are independent noninvasive brain tumor treatment centers that were established in partnership with Neurosurgeons, radiation oncologists and other private investors.
Mr. Clark was a financial partner of Endolase Inc., an OTC public medical laser company that introduced surgical YAG lasers to the US marketplace. Through this company, Mr. Clark was responsible for successfully merging Clark Medical Technologies (a regionally owned medical distributorship) into a “blind pool” public structure that traded on regional exchanges.
Mr. Clark has also served as founder and CEO of:
Edmonds Medical Systems, Inc. Edmonds was a medical manufacturer of patented underwater treadmill devices for the orthopedic rehabilitation market. Mr. Clark provided founding capital to start the Company and later raised venture capital from private sources to expand the business in developing and bringing the device to the medical community.
Clinical Diagnostic Products, Inc. was a company that produced a patented calibrator device for the clinical laboratory marketplace.
Medi-Rep Leasing Inc.: Medi-Rep was a nationally organized financial leasing company that strategically formatted independent medical distributors into a common lease entity for “captive” lease funding.
Andros Medical and Lasers Centers operated a private outpatient surgical center in La Jolla, CA as well as centers in Los Angeles and Palm Springs. These centers concentrated on cutting edge laser and cosmetic procedures.
Cosmos Medical Technologies is a company that imported European medical laser technologies for development and commercialization in the Western hemisphere. These cosmetic devices are sold to physicians and clinics wishing to add cutting edge technology to their cosmetic practice.
In the community, Mr. Clark is involved in fundraising for St. Michael’s Catholic Church of Poway and has chaired a number of building fundraising drives. He has previously helped raise funds for Belfast Together – an international program dedicated to bringing children of Northern Ireland together through cross-community, nonpartisan soccer tournaments held annually in Southern California. Mr. Clark is also an active member of the American Ireland Fund of San Diego and has twice chaired their Annual Gala.

Presently a Realtor with Prudential California Realty, Sue Herndon has 20 years experience as an active real estate agent in the North Inland County Area.

Andrew Pharies

|
S. Andrew Pharies is a shareholder in the Rancho Bernardo law firm of Procopio, Cory, Hargreaves & Savitch, LLP. He received his undergraduate degree from the University of California, Riverside, and his law degree from the University of Oregon School of Law where he served as Editor-in-Chief of the Oregon Law Review. For over 15 years, Mr. Pharies has practiced exclusively in the areas of trusts and estates, charitable planning, tax-exempt organizations, and taxation. He practiced in large law firms in Fresno and Los Angeles before moving to San Diego in 1996 to join the downtown office of Procopio, Cory, Hargreaves & Savitch LLP where he ultimately became a partner. He has been a shareholder of his current firm since 2002 and became a named shareholder in 2005.
Mr. Pharies has been honored to serve on the faculty of over 20 continuing education programs for attorneys and accountants in his areas of specialization for organizations such as the American Bar Association, the University of California/State Bar of California Continuing Education of the Bar, the California CPA Education Foundation, and the San Diego Tax Institute. The California Board of Legal Specialization of the State Bar of California has certified Mr. Pharies as a Certified Specialist in Estate Planning, Probate and Trust Law, and he has received several awards for his work including the Excellence in Writing Award from the American Bar Association’s Probate and Property Journal, an AV Rating from Martindale-Hubbell (the highest possible rating), and being named as a 2008 San Diego Super Lawyer by Law and Politics magazine (recognizing the top 5% of all lawyers in the San Diego Region).
Mr. Pharies has been involved with charitable and professional organizations for his entire career. He has served as Chair of the Committee on Community Property Issues for the ABA Real Property Probate and Trust Law Section and as a delegate of the San Diego County Bar Association to the California Conference of Delegates. He has also been involved with numerous charitable organizations including the Boys and Girls Club of Los Angeles, the Martin Bayless Foundation, and Home Start.
In addition to his private law practice, Mr. Pharies serves as a JAG Officer with the California State Military Reserve holding the rank of Captain. He has provided extensive support to the California Army National Guard by providing legal assistance to soldiers deploying to Iraq, Afghanistan, Kuwait, and Kosovo; assisting with Military Justice cases; and providing general legal representation of the Guard during states of emergency. During the 2007 wildfires, he volunteered for active duty and was attached to the JAG office of Joint Task Force San Diego, which was the operational command of the California National Guard’s wildfire response.
Mr. Pharies and his wife, Kathy, live in Escondido with their two children, Jack and Abby.

Michael Stelman
|
Mike Stelman is the past president of the Rancho Bernardo Rotary Club as well as a past president of the club’s foundation. He is a past Foundation Mentor, Wheelchair Mentor and Assistant Governor. Mike and his family moved to Rancho Bernardo in 1969 where he began his Real Estate career with Avco in 1971. Mike currently is a co-owner/Broker of the Associates group that owns Coldwell Banker Associates Realty, General Mortgage, Summit Escrow, AGIS Insurance and National Title of Southern California.
He has been active in his community in several other areas: charter member and past president of the Rancho Bernardo Chamber of Commerce, Spirit of the 4th Committee, Symphony on the Green, the Planning Board, Historical Society, the Rancho Bernardo High School Foundation and received the Philanthropy Society award. He has been an honoree as the Business Person of the Year, Soroptimist Man of the Year and as a member of the Rancho Bernardo Hall of Fame. Mike continues to support the community as a member of the board of directors of the San Diego International Sports Council, Holiday Bowl.
Mike and Karen have five children and twelve grand children.

Craig Brown
|
Craig Brown is the president and owner of Rancho Financial, a Mortgage Banking Company based in Rancho Bernardo. He started the firm in 1984 and incorporated it in 1986, making it extremely successful.
A graduate of the University of Arizona, Craig has a duel-bachelors degree in psychology and sociology. His affiliations are as follows: Founding Director of San Diego Association of Mortgage Brokers, Founding Member of California Association of Mortgage Brokers, Editorial Board Member of Mortgage Originator Magazine, Past-Director, Rancho Bernardo Chamber of Commerce, President of Rancho Bernardo Business Association, Member of Mortgage Bankers Association, Director of Rancho Bernardo Sunrise Rotary and Director of Poway Center of Performing Arts.
Craig, his wife and three children reside in Poway where they enjoy an active lifestyle. Snow skiing, water skiing and golf are his main hobbies.

Harold Dokmo
|
Harold is a native of Minnesota and has been a Rancho Bernardo area resident since 1980. He is a graduate of St. Olaf College, Northfield, MN, and has spent his career in the real estate field. He is a former mortgage banker and owns Echo Pacific Construction Co. in Escondido and Mid Continent Management Corporation, in St. Paul, MN.
Along with being elected to the Palomar Pomerado Health Foundation Board, he serves as vice president of Rancho Bernardo Business Association, member of Rancho Bernardo Rotary, member of Rancho Bernardo Chamber, board member for San Diego Symphony, and previously was a board member of the Rancho Bernardo Community Foundation.
Harold and his wife, Penny, have two children, Todd and Kari. He enjoys bicycling, music and classic automobiles.

Kevin Harkenrider

Kevin Harkenrider is ViaSat, Inc.’s Vice President – Operations responsible for all Manufacturing, Purchasing and Supply Chain activities.
Kevin joined ViaSat in October, 2006 after four years with Computer Sciences Corporation (CSC) where he served as Account Executive responsible for their $644 Million/7-year Information Technology Outsourcing contract with the County of San Diego. Kevin has over 25 years experience in private industry. Kevin’s previous work assignments included positions as Vice President and Program Director, Vice President – Operations, and Vice President – Material with BAE SYSTEMS, Marconi, GDE Systems, and General Dynamics Corporation.
Kevin holds a B.S. in Civil Engineering from Union College, Schenectady, New York and an MBA from the University of Pittsburgh, Pittsburgh, Pennsylvania. Kevin is a member of Tau Beta Pi, the national engineering honor society, and is a licensed Professional Engineer in the Commonwealth of Pennsylvania. He is active in the Union College Alumni Club.
